I dont know if anyone would be interested in this, or if its even a good idea. But a couple of friends and I were thinking about hosting an aviation library. We would collect books, DVD, CD's from popular places like King Schools and Jeppesen. Then post the inventory online for everyone to see and rent. We would make it kind of like netflix. Pay a small rental charge we mail you the item and you mail it back when you are done. Any thoughts?

I'm guessing libraries do not as they are nonprofit institutions/publicly funded. For what you are trying to do you would have to pay royalties because you would be making money on somebody's else product.
Not saying its a bad idea a good collection of resources is always a good thing. If its web-based access you may be able to sell it to flight schools for subscriptions and such.

There are some additional issues with digital media, where publishers try to protect themselves in terms of licensing rather than selling but even there, the "you bought a CD, but only have permission to use its contents" is one of the baselines.

It's also that libraries work on a "first sale" basis. When you buy a book, even a Jepp pilot training book, the physical book is yours to do with as you wish. You can keep it, throw it out, sell it or, as libraries do, let people borrow it. But that's the book, not the intellectual property that makes up the contents. So you can't, for example, photocopy the book 150 times and sell the photocopies.
