The time requirement to solo depends on various factors. The type of things to consider are what type of airplane are you learning in? Is it a technically advanced aircraft (TAA)? Also what type of airspace are you training in and around? How experienced is the instructor? How often are you flying? Learning to fly safely by yourself, handle the radios at a busy airport, and manage a GPS, autopilot, nav/comms is much more challenging than the stories ol' man hoppin in the J-3 after 3 hours of dual. J-3's dont even have flaps!

Congrats!
First major milestone completed! 18 hours is right on track with most of where my students were at that point and there are hundreds of variables that affect this time, if you like your instructor, if he or she is doing a good job, don't sweat the small stuff. I get that it's expensive, but it's all gonna be a wash in the end anyway. You'll have bigger things to worry about down the road. On the other hand, don't stop evaluating if your instructor is doing a good job, it is your money and he or she works for YOU!
