Yes. Your flight instruction costs (called Labs) are in addition to the standard tuition. You are required to graduate with commercial multi inst but can go through mei if u desire. It is a good deal if you live in TN or can participate in the "common market" arrangment for in-state tuition rates- i think there are about 11 states that participate. PM me if you want any more info. good school and when all said and done you will have about 65k you can take to vegas and then will have spent as much as if you went to riddle but have a few more stories

Yeah we require that you take 3 labs at MTSU, one of which has to be Multi-Engine. Required lab costs as of Fall 08 were:
Private: $10,000
Instrument: $8,000
Commercial: $11,000
CFI: $3,000
CFII: $1,000
Multi: $3,500
We also have MEI, Tailwheel, High Performance, and the King Air charter labs but they dont have fixed amounts you must have, and the King Air charter doesnt cost anything.
You wont necessarily use those amounts but you must have that amount in your account on the first day of lab, whatever you don't use can be taken out if you leave the school or when you graduate.
I know several people people that are from Georgia and Virginia and get in-state tuition, a few others have bought a house and registered with the state of TN to get in-state but yes, the labs are on top of the campus tuition fees.
Airplane prices are wet and $140 for the Diamond DA40, $220 for the Piper Seminole, and $165 (or $185) I believe for the Piper Arrow. Instructors are $35 an hour.

The good thing is that MTSU is dirt cheap on tuition...I get about $4,000 in scholarships a semester and about half of that goes right back into my bank account.
As far as the money goes, I finished my commercial in about $7,000. One of my students recently finished in about $6,500, it all really depends on how motivated you are. If you show the instructor you aren't going to waste his time then he won't waste your time either, treat flight lab like its the most important course you are taking because it is.
All in all I think I went from no ratings to CFII Multi in about $18,000. It is possible to keep the costs down.

Thats good to know even though it sounds like a lot.... it is way cheaper than your average flight school or ERAU

I'm also looking in to MTSU. I actually lived in Franklin, TN, which is 20 minutes from MTSU, before I joined the military. I flew as a sensor operator and technician while I was enlisted and am now flying as a conracted sensor op overseas for a civilian company trying to put away money for while I'm in school. I get back in December and am looking for advice on university flight schools. I am trying to decide between MTSU and ERAU (I applied to both). Once I found out ERAU also has UAV's in their Aeronautical Science program I started leaning toward them, though I wouldn't mind staying near home in TN. If anyone has a decent comparison between the 2 it would be greatly appreciated.
