Hold Short!
ILS hold short line. Isn't it madatory for aircraft to not cross unless permission given? or is permission from tower only required in IFR condition? I'm asking because aircraft runup area is usually close to IFR hold line and I see aircrafts doing runup behind the line without permission all the time.
I could be wrong but isn't there runways where ILS hold short line replaces runway hold short line? In that case regardless of IFR or VFR conditions, you must get clearence.

In the military we use WX of 800/2. Anything < or = to we hold short. I've never had tower tell me to hold short of inst hold line. Tower's primary concern is runway incursion. The inst hold line is there to guarantee that your plane will not block the ILS signal in significant WX. To answer your question, if the weather is not 800/2 or less the inst hold line means nothing to you. Chances are if you are having to do a run up you probably aren't flying in less than 800/2....JK. Hopefully this helps.

The downside is that they seem to move the runway hold-short line to the position of the old ILS critical line, which still ensures that the ILS critical area is protected. Unfortunately this often reduces the size of the runup area.
Also it is correct that you do not have to observe an ILS critical line unless specifically told to do so.

If it's less than 800 and 2, I'd query the ground controller. It's in the 7110.65 that they are supposed to tell you to hold short if it's less than 800 and 2, but, I know of a crew at UPS that was violated for crossing the line when the weather was less than 800 and 2 and ATC said nothing. ATC did, however, violate the crew. This was maybe 15 years ago at MHT, though, so who knows what would happen today.
