Back in 2014, they wanted 767/757 experience and volunteer for HK. Know how many they had? According to one of the gaggle hired into HK from that group, there were about 18. They called in most for interviews and hired about 13 (I think...) Point is there are a lot of folks who cannot volunteer for those spots for family or professional reasons.
Check it and then reneg? Probably not a great way to endear yourself to HR. Just my opinion... Plenty of guys have been called and asked if they are volunteers, and when they politely say "no" they have been called for interviews anyway. Indicating you ARE a volunteer and then doing a bait and switch isn't the same thing, however, and I would guess would slide you towards the bottom of the stack.
100 bucks an hour as a newhire and your house covered makes it a fair move---IF you are empty nester, or have one kid (or less) in school. Two kids in school is 40k, and the 25k shortfall pretty much whacks any salary advantage you might gain by taking an FDA.

Not true. I advise guys NOT To check it if they won't go. Nothing like getting a call from KD who is interviewing for HK slots and saying "...nah....on further review...no thanks....but please put me at the top of the stack for the next domestic slot!..."

yeah I get that and if it was just me I would take HKG, but since my wife is also a voting member on the issue it have a feeling it will be CGN or no FDA. Also isn't it $100/hr first year regardless of which one you take?

$100/hr the first year. He's saying the subsequent years are on WB pay in Hong Kong.
