I believe if the wet lease "penalty" payment is over one million dollars, then it has to be distributed via the same procedure we got the "bonus": 55/45/5.
I've heard FedEx pays this to the union quarterly. The quarter ending December 31st was under one million so it will be directly distributed.
The Jan-Mar payment is expected to be greater than one million and will follow ALPA procedures.
With the union underfunded after negotiations, I wouldn't be completely surprised the MEC keeps the payments for the 2016 calendar quarters, but the one ending December 31st should be paid out to the pilots.
Could be completely wrong or right, this is just rumors I've pieces together. Take it with a grain of salt.

It may. When I was hired in 2005, BI started on a Wednesday, and there was a bid that closed that Friday. We were all eligible to bid on that one and move seats. Naturally, we were all at the end of the training letter, so we still had to train on the 727FE seat, but then many of my classmates moved to right seats pretty quickly.

If i remember correctly, if you are on the property for the bid and you didn't get your choice of aircraft you'll be able to bid. But you'd probably have a 2 year seat lock anyway, unless you got stuck with narrow body then you could move to a wide body.
