On the Captain side very much so, the "eligible pilots to bid" list for 777 is extremely long and 76 long as well.

However, not for FO's. The 777 list will be cleared by September and the 76 by August if the training slots available for June, July and Aug remain the same as they have been lately. With no new hires to train the flood gates opened. There were 11 training slots for 777 FO in April as well as May. 10 for 76 Diff training. If both those #'s remain the same (they theoretically should with no hiring), both lists done by Sept. So if Company wants to keep sending peeps over to the 76 and 777 as FO's, there would have to be a bid prior to end of summer and as long as no new hiring remains, pilots from new bid would be able to train as early as Sept and Oct respectively on those aircraft.

Are the required to train out 21-01 or is it like everything else at FedEx, there’s an exemption?

Thank you for that JackStraw. I needed that laugh. The answer is, yes they must train 21-01 to completion before training a new bid. That’s per seat. So a FO on theoretical 23-01 could train with a captain on 21-01 if they’ve exhausted all FO’s on 21-01. That said, The company willfully violated the contract and put new hires in ahead of pilots awarded the plane on an earlier bid. While we’ll get smited for saying the wrong thing, FedEx blew threw the status quo and said, “whatta you gonna do about it?” There was no lawsuit and the grievance after months threw just a tiny bit of cheddar our way. FedEx will do whatever it needs to do and the union will make some noise, but not too much noise.
