Would be wonnderful but you'll never get that in contractual language - never. Don't waste time even trying - they like the flexibility. Might be able to improve some things at the margins and hopefully one day company would see a win-win by publishing monthly or quarterly bids.
There is more flexibility in monthly (as required) bids.

It already is. High deductible plan for 2020 is $519 a month. Two individuals on the worst plan available is more than 1/12 of the annual pay of a maxed out retirement.
