He also managed a line in December with a couple four days. I asked him about it on the bus and he said he didn't think his ALPAA credit would get him to the threshold and that he knew it "looked bad." He said he should "probably just bid reserve" so that people don't complain. This month he got a line with naps and their fictitious built In credit values. I don't think the "accident" excuse should be acceptable this time.

First of all, I don't think it's fair to be attacking this person on an anonymous public message board. If someone has a problem with this, it should be brought up at the next LEC meeting, which is March 30th in the union office at 10am. From what I understand more than a few pilots have already called to voice their dissatisfaction.
Now with that said, surely he must realize how bad this looks, especially since he is an elected rep. I too noticed his schedule immediately, and the IPBs he requested definitely seem excessive. I'd be really angry if I was on reserve and he was holding a line this way. I happen to know he spends most months on reserve, so it seems he did pad his schedule a bit this month. I'm quite sure no pairings are being written on Easter Sunday. Nevertheless, he has the right to explain himself, not be attacked anonymously. And I'm sure he will, when given the opportunity.
As for your concern about "public record" of individuals on ALPA leave, all of that can be viewed by Association members upon request. Have you requested it? You should if you're truly concerned. I think accountability is a good thing, don't you?

KA is padding his schedule to avoid a reserve captain line to hold a captain hard line meanwhile he is in a union position to "represent" the first officers. It's black and white.

He isn't getting IPB days because he is an FO rep. Most reps only get FPL or IPBs to cover for meetings. Otherwise they generally fly the line. He is getting IPBs because him and one other person build all the pairings we fly. I won't defend the placement, but he works his butt off building pairings every month.

There is also a small non elected group that work the system to their full benefit; but that is a negotiated by ALPA benefit.
I thought there was actually a shake up a few years ago, do reps/vols get to choose their FPL days at their discretion?

For what it's worth, the "IPB days" are basically a place holder, that give 4.0 virtual credit per day. This allows ALPA workers to block off days they plan to work in the office. ALPA people on full time leave are instructed to place enough IPBs to hit the bottom of the window, maybe leaving one week open to fly. Those on part time leave are only supposed to IPB the days they intend to work, to ensure no trips are assigned those days. For all of the above, final pay is based on the office days worked (at the rates in the contract) plus trips flown. ALPA workers also have to obey the 1/7 per week and min day off per month provisions that apply to line pilots.

Reps generally only take meetings off, unless they are volunteers as well. Volunteers get days off depending on the need. Certain groups CNC, PWG, and pairing construction know what days off they are going to need ahead of time and they use IPBs to block off those days. Other volunteers take FPL as needed and as directed by the chairmen of their committee.
Most volunteer come in on their days off and don't get paid for it.
