Yes. Unfortunately, the company doesn't believe it's necessary. Even though they've only successfully hired around 15% of their DEC goal for the year.

Company can’t award them captain right off the bat. All DEC hires are “displaced” at some point during CBT’s

Think this is still a violation of the contract if they were hired after the last bid closed and they were ‘displaced’ prior to another bid being run.
