I don’t disagree that this was the implication - I just don’t think we need to cite to third party websites they are interpreting an email that many of us received. I think the email gave some wiggle room to start earlier if conditions warrant.

Just watch the American forum to see when classes resume. Until then Envoy will not need very many new hires. A few captains will give up on flow and go somewhere and a few junior FOs might get tired of waiting to upgrade and try somewhere else but mostly attrition will be subdued.

Envoy is still getting new used aircraft delivered, Planespotters shows 3 this month for a total of 40 for the year. Some may have replaced E145s retired last year. There is always hope for growth and more new hire classes. But I don't know when they will schedule them.
That said, Envoy is still asking pilots to take time off without pay between now and December. Presumably they haven't forecast for next year yet because January is typically a slow travel month. When they do start forecasting for next year, they could decide to run new hire classes in late 2023 since it takes 2-3 months to get a new pilot out to the line. They also might wait until next year.
We are currently voting on PBS. If we ratify it, it won't be implemented until about January 2026 or later. If we don't ratify it, our contract says we will lose the pay raises and QOL improvements agreed to in mid 2022 in return for PBS (min 12 days off, trip rigs, full deadhead pay).

Cadet Healthcare?
For all cadets, does anyone know the status of our benefits in this limbo stage? I’ve used my flight benefits several times, but Envoy is supposed to take my healthcare fees out of my paycheck. I have left my instructor position, which they said is fine because I have all my requirements met for the FO transition. Since I have no paycheck now, there’s no money from which to deduct healthcare. Am I going to owe all of those deductions in a lump sum when I finally get onboarded? Is my healthcare on hold?
