Ending because the program served its purpose. It was a stop gap while we waited for all the new hires to get hours so they could upgrade. The company now feels it has enough Captains or soon to be Captains ready to go. Makes more sense to just upgrade from within rather than pay the DEC's.

The company no longer needs to see a logbook. You used to have to bring it in when upgrading due to the fact that most FOs used to be applying for an ATP from a Commercial certificate. You'd have to bring logbooks in to show that you've met the flight time requirements for an ATP. Since FOs are now required to have an ATP, the company doesn't care to see your logbooks. Now, for the R-ATP guys, they are responsible for going to the FSDO to get the restriction removed from their certificate to make it a full fledged ATP. When going into the FSDO to do that, I'd imagine they would need to see a logbook. I'm not sure if they do or do not. Someone who's been through that process can chime in.

Somehow that doesn’t seem right. The company has a record of your time. If you fulfilled the criteria of the ATP on your initial type ride, then why should you be required to bring a log book? There isn’t a FAR that I’m aware of that says you need to keep your hours logged, you just need to meet the requirements.

Exactly. The official FAA hours need to be verified by the APD if, and only if, you update them in IACRA, and the company records aren't sufficient for that (because you can buzz around in a 150 outside company flying if you want).

Alternatively, one can update her/his hours during your FAA Medical renewal process (best option). This method avoids putting the APD on the hook for validating your logbook during the IACRA sign off.
