Could that possibly be because the Compass pilots ALL continued to have their flow agreement honored where most of the Mesaba pilots were flipped the bird? Less than 250 out of about 1150 Mesaba pilots had the flow agreement honored (of which only about half of them actually chose to flow).

If the last 7 months holds to continue, that's the disclaimer, a NH will hold a line in 6 months on property. 3 in training, 3 on a mix of reserve/CDO/CNO, then a line. 2-2.5 years to a CA spot if willing to go to first available slot. 3 years for a specific base/equip. I've done only 1 new hire PBS class session and was grilled on "when will I hold a line". Ran quick numbers, said 3 months post training by my assumptions/math, he has a line in August. (3 months). He called me to apologize for being so pessimistic.
Until the Bloch award expires (June 16,2016) upgrades are a bit skewed. By ssp CJO numbers, the premerger XJ list is almost exhausted (1300-ish ISL) in the next 6 months. On the pre merger 9E side, 200 upgrades basically follow seniority order by ISL with an occasional XJ guy. I'm the plug on 15-03 and it's mostly pinnacle folks on the list for a while. The XJ folks mixed in either are 900 Ca, occasional 200ca, or not wanting to upgrade until a certain base/seat is available. Fwiw it's well into the FO list from the Bloch award from upgrades.
Regardless of how you feel about the Bloch award, heck I was already a CA for a while and showed up as an FO on the isl, it will not only end in June but also allow seniority back into the equation. It took 5 years for initial upgrade, with street CA's as a new hire, then a BK and merger. So yea, 9 years and back to CA, but you can't use that as a current number. Plan on 3 years, another $60k in retention bonuses, and bring your friends @ $2K a pop.
I've talked to many FO's who have CJO's and will leave next yearto DL. They won't upgrade by choice. Vacancy 15-04 is out right now and should wipe out all LOA 50 FO's. After that upgrades will get interesting (meaning junior). Once Bloch expires it'll be even more interesting as the SSP (full) program will likely be done and guys awaiting class will hang as FO's and ussp and dgi folks work for the 2 year CA requirement if they want DL.
But that's just my take.

It doesn't matter. When they get to the last person on the list the program ends. Regardless if that person has submitted or not. This is why the union sent out the email in march that the number went extremely junior.
