If Delta is trying to backdoor its market share via Endeavor, it's a brilliant move. By forcing the non wholly owned regionals out of the 50 seat market, it can gain back the various slots the regionals own via the 50 seater clause in the FAR's.

Delta leases slots, and gates from various regionals, they don't own all their market share. There are clauses in the FARs that require a certain number of slots at various airports to be owned by companies that operate 50 seaters. For example, when Republic went bankrupt, Delta wanted to take Republic's slots, and give them to Endeavor, that would of given us the E170's. However, the DOT would not approve the slot transfer, and Delta was forced to bail out Republic. However, now that Republic doesn't have any 50 seaters, Endeavor is free to challenge the ownership of RAH's slots that Delta is leasing under the FAR's slot restrictions. Delta then gains that market share under the DOT wholly owned subsidiary immunity clause, and then Delta can operate mainline aircraft on those routes, so long as it owns Endeavor. The DOT rules are a convoluted mess.
