I think 2500 TT is a regulatory thing. To qualify for a CA spot they can let you use 135 or 91K time toward your 1000 121 but it has to be in a multi. And you still need the 2500 TT. So really the guys that come in from school and only have 1000 TT, they wont be upgrading till they get 2500 TT. They adjust the 1000 company time as needed.
See 121.436 before ticking the box and expect a call from Crew Records before upgrade class to confirm eligibility.

~ it is expected the ready reserve be contactable within 15 minutes of crew resources' attempts at to locate the ready reserve, and/or be at the assigned flight within 15 minutes of being contacted by Crew Scheduling, additional time to respond is based on the actual events.
