After 31 July of 2016, yes. You have to complete the APT CTP before you can take the written.

Is it correct you need to show up with 1490 hours?

And can up to 100 hours of sim count toward that 1490 or does Endeavor require 1490 of actual flight time?

Any recommendations on training centers for CTP?

You need the 1500 by the end of training. SIM times can be used towards the 1500 (disregarding for a moment the R-ATP) as you mentioned. FAR 61.159 will lay out all the requirements for you.

Why would you attend ATP CTP on your own? All regionals will pay for you to attend.

Sorry for the confusion. Would you clear this up for me?

I thought you needed to show up with ATP written done, but to get the written done you need to have CTP.

All true. The company will send you to the ATP-CTP course, you do the sim flying, then take your test, then show up for training at the airline training center.
