All of this is spot-on, but wanted to add the military clause; if you have jet time, your military time can count for 500 of the 1,000 121 hours required.
As to the 2,500 TT and 1,000 CT being waived, some bids they are lowered, and some bids they are not. And it's base specific, meaning ATL might not get minimums lowered but NY does. This just happened on 17-04.

So, if you need 1000 hours to upgrade to captain normally, a military pilot with 2500 hours of turbine time needs to get 500 hours of 121 time (500 of 121 plus the 500 that’s credited from having 2500 mil turbine hours = 1000).
I hope that made sense.
Also, it specifically reads “turbine.” It doesn’t differentiate “turbojet” or “turboprop”.

What's the details on the waivers for upgrades?

The company lowers the hours required until they have the number of CAs they need in each base, independently of each other. MSP may not be waived at all, DTW lowered to 923 hours, and ATL down to 340 company time, to get the correct number of CAs where needed.
