8 is probably a good WAG for future classes, but keep in mind during the (brief) ER build up (before the Great ER Purge to pay tribute to the JVs) entire classes were NYCERB, several classes in a row, so it can be done.

When it was entirely ERB or 88B my guess is they didn't have hundreds of captains to train at the same time. Atlanta alone added about 180 M88 captains, I didn't count the other bases.

They also had massive backlogs on training on the ER.

Nobody, including those actually publishing the drops, knows. But the 73n is growing, so anyone hired will be able to get atl73n fairly quickly if they get 73n in the drop
