Unless it's a Delta flight, it's just the way loads are shown. The 9 means there are at least 9 or more seats available for sale in that cabin. Keep in mind that doesn't mean much. I've personally seen in myIDTravel a United Express flight show 9s all the way across for coach class and when checking with a UExpress buddy, he said seats available was actually just 1 and seats for sale were 11. So if the airline oversells, this "9" figure becomes a little useless.
