What seems to be going on is a change in hiring practices/qualifications, not an existence of a vault letter.
As far as I know no one without a college degree has been invited to an interview, interviewed nor hired.
Telling pilots without degrees to apply is a lot different than hiring them. It comes down to word choice and interpretation of those words.
If that changes, post it on here.

Full disclosure...I am a proud military dude. Not some puke fighter guy but an AFSOC guy who truly contributed to the GWOT post Sept 11. Fact.....there are more civilian dudes getting hired right now. This apparently is not because of quotas, etc rather terrible interviews. Fellas....get interview prep and quit sucking. The folks will tell you during the interview process the job is yours to loose. QUIT LOOSING IT!!! The 2010 numbers were around 60%-40% civilian to military. The days are gone where mil dudes were a preference. Quit acting entitled. Just a friendly hint from an HR friend of mine.

1. I agree with your overall sentiment. I'm military too and I have A) never flown civilian for hire, and B) haven't really interviewed for anything in over 15 years...so it's paramount that I (we) put in effort to overcome the learning curve.
2. These days, any qualified pilot has a fairly equal shot of getting the job, mil or not. Yes, mil pilots are a "known quantity" and come from a pretty standard background which is why we can and do get hired with less time, but it's not the huge discriminator it used to be. Simply being military isn't enough...work for that IP/EP upgrade and go to safety school...
3. Lots of mil aircrew contributed to GWOT. I'm not sure what AFSOC airframe you flew but I will ask you to please tell your MC-130 brethren to stop doing blacked-out EROs on a very busy Bagram or Kandahar ramp. A) you're on an airfield lit like the Super Bowl, B) no one, including the drunk Rusky taxiing his AN-12 and the Indonesian forklift driver can see you well enough with your lights off, and C) you're not THAT "special" that you require to be blacked out everywhere you go.

Interview question gouge: know what to do when your given holding instructions. Interviews will be looking for the Captain/command thinking associated with holding/divert. Be able to figure out the how and when of bingo fuel requirements.

I wish I was plugged into Delta! If I was I'd be giving guys more gouge and talking about how the interview went.
I honestly don't know when the next volley of e-mails are going out. I've heard (just rumor) that after Christmas they will start again. The numbers are around 600 next year so I would guess that after Christmas the hiring will be steady.
My guess is as good as yours though.
