What deals were made, what are the specifics of Caplinger/DPA's contract with USAPA's attorney?

I've seen DPA recruiters in the lounge, they'll say anything to get a card, but what is the real motivation of DPA's founder.

Is there a Constitution and By-laws written yet? Where's the transparency? What financial windfall of dues dollars has DPA made to retain USAPA's attorney?

Pretty sure it's staged by the fact no doors were slammed, nothing was kicked, no fists went through the drywall, and nothing was thrown against a wall with enough force to shatter the pictures. Plus the remote up the butt thing.
