I liked the Council 54 letter on pay, I read there was a previous letter on scope. I can't seem to find it, can anyone tell me where to look?

You can log in to the DALPA site and then go to the C54 main page. From there, go to their file library. The same holds true of every council's publications and updates. When you log in you are on the MEC's main page. Ergo, that library is for the MEC publications and data.
