The best chance for getting one is with less than 12 hrs notice. Scheduling will offer an out of base white slip before using a short call reserve pilot. What I find odd is that if it's more than 12 hours to report, they will use a short call pilot before an out of base white slip.
Section 23. M, N, O cover it in detail.

I would hope but I doubt it. 17 folks would have to bypass at Compass so i'll be in the 2nd. We are hearing they might be holding the checkairmen though to try and quickly refill the ranks so if that's the case I have to be one of the most senior non checkairmen so then I might make the first. Just ready to get things goin'

Maybe you should do it to the next guy and tell him to go talk to PV about the situation. Probably the only way you'll ever get any insight to what's going on with the jerk. I don't understand why anyone would do that to another pilot?

A little handful are still fighting one man wars over the merger they were denied. In reality the DCI explosion hurt Delta pilots more than it did them. But they are miffed that ALPA slammed the door in their face, then non ALPA and Teamsters competitors grew by 340% and 900+ % by taking jets they thought had been ordered for them. Others are mad that they can't bump us off Delta flights with their date of hire.
None get the concept that this is a business and we write the checks. They also don't realize that you, or me, or any other DH pilot had little to no influence on how ALPA handled their "problem." (If it had been up to me we would not have outsourced all that flying and we'd have got it back by putting all of them on our list)
Anyway, you can PM me the name and I'll know if it is who I already think it is.
... or the more likely situation is that there was a reason that was outside the Captain's control ... that the airplane was weight limited and/or the gate agent was pushing for an "on time" so hard that they were not going to take the extra 5 seconds it takes to get a jumpseater on. The other possible wrinkle is an O2 limit. If the RJ is low on O2, maintenance will sometimes defer the jumpseat rather than deplane to service the Oxygen because there are different limits.
Most DCI Captains will go the extra mile to carry a JS. I used to jump out and move bags (our weight calculations differed whether the bag was located in the cabin) then we'd be under way on time with 54 people on a 50 seat jet (50+JS+Crew). Especially with Delta hiring, they'd be smart to get you on, give you a copy of their application and beg for a letter of recommendation (worked for me )

This was out of my home airport, I know the agents well, and according to them there was no weight restriction or MEL issues...
MEM;
Like I said, call the JS coordinator. They can get right to the heart of this issue. We cannot do much on here. Sorry that happened.
Also it may not have been a structural issue but a RATOW or Climb issue that they may not have been aware of.

Sorry that happened to you. That was wrong. ACL's advice is right on. I'd be temped to talk to a CP about it. ASA's senior flight operations management is former Delta and would not like this. The Chiefs all know each other and work together well.
