OK I couldn't leave you hanging on this one. I looked it up and it says:
SECTION 23 I 8 b
"pilot has not been granted an APD since the FIRST DAY OF THE BID PERIOD CONTAINING THE LAST ANNIVERSARY OF HIS DATE OF HIRE..."
So it looks to me like you need to use the APD no later than the bid period PRIOR to you anniversary bid period month.

Since we're dealing with DAL, Mother Nature, and WX Guessers, if the Destination Forecast Temp was REALLY IMPORTANT, it would be presented in multiple places. The obvious would be on the WX data Page/s in the Forecast Weather section...(too easy), and at the bottom of the flight plan, at the destination listing. It would also be easy to find its location in the on-line FOM. (I checked.)
My Semi-Pro guess:
In any newspaper weather section....because it's not important to the airplane, and it's probably going to change. (If it does, can anyone change it back?)
Would you please let us know where to find this WX Nugget?

Yes it appears they are in deep trouble . 2010 appears to be on track for numbers in the same range. You don't have to like them but the numbers do speak for themselves. Who knows what will happen going forward.

DAL: 1.23 Billion Loss

I guess the funniest part is that DAL paid down debt all year, ADDED cash to their balance, & had quarters of operational profitability, but somehow lost money. Man, those accountants are tricky people.
