It is not. That was changed when we got the new reserves required formula in 2011. Now, open time that showed up in the pot at least 3 days prior to report is added to the number of reserves required, rather than being subtracted from the number of reserves available. Trips that become uncovered less than 3 days prior to report are not counted.
One thing to check is whether all the guys on reserve that day are done with IOE or not. They may not show as shadow those days, but until they are signed off, they won't show as available WRT the reserve levels/reserve availability list.
As the month passed and folks get signed off, the numbers should improve, hopefully enough to drop at some point.

8 trips is a lot in a small category for 1 day.
Some of those trips will get White slipped which will help. I never worked on the 4th even as a junior guy. I would always ws a trip late in the JUN bid period forcing a drop of any trip awarded over the 4th. The 2 and 3 day trips on the 1st may get grabbed to do the same after the July bids are out.

To give you an example, look at June 28th. There are 15 pilots awarded RES on the wide report, while iCrew only shows 2 Available that day. Something that needs to be looked at for sure.

For the few guys that might actually live nearby it is for sure.
For anyone trying to commute/PD/Swap, not so much.
My contention is they should be counting anyone that is awarded RES on that day, whether they have finished OE yet or not. It is more than reasonable to assume that they will be out on the line by the time that date rolls around, unless they are on Shadow days.
Even if we spot them the Shadow days, that would still make the majority of the month positive (at least prior to the first PCS run) allowing for a little bit of QOL in categories affected by this issue.

Funny you bring this up. I just sent an email a few days ago to the NYC reps and the 66 Scheduling guys. They are looking into this and said they would be get back to me.

This issue affects reserves and line holders alike, because it reduces pilots ability to avail themselves to contractually agreed upon ways to modify their schedule...yet somehow there seems little will to fix it...

As for NYC GS, those are a pain since most of us are commuters. Just today an easy 2 day went out of base because of the short notice between award and report. I'd have loved to fly that but there was simply no possible way for me to get there short of borrowing an SR-71. The only one I have flown so far was a trip where I was already in base finishing one trip with a 30 hour layover and got the call before I commuted home.
