When we're on short call, we're required to be promptly available for contact and to report for a rotation. IOW, we have to be somewhere that we can take a phone call, or return one pretty quickly.

It's always been that way.

This was brought up yesterday when the OP's resolution was put up on the screen. As explained by the reps:

They used to be able to convert us to SC with 10 hours of notice. LOA 14-01 requires 12 hours of notice to SC, so the 2 hour commute (if that's how you choose to use the first 2 hours) is baked in to the 12 hour conversion. I'll admit I was rubbed wrong by the "loss of the 2 hour commute in" option until it was explained.

Used 777-300's are hard to come by. There are not many on the market and prices are high. We can have 330's anytime we want them so why buy an airline to get them.

I looked back at when I was NQAT earlier this year, looks like I got 2.4 per day. I think it was a 30 day month with the res guar of 72.

I just don't know how many times you need to refresh the page to get rid of the Subaru or Emirates ad! Sigh!

Specifically, Steve Dickson, crew lounge visit, speaking about considerations of the working group which eventually became FAR 117. He was far from the only one voicing the concern that commuting could be seen as "duty" and all, including we pilots (ALPA) wanted to avoid that interpretation.
