Any "Latest & Greatest" about Delta?
I can tell you that this is definitely not always the case. I am flying a trip right this second where the captain (a reserve) was not released. He was giving an in domicile layover. They did give him a hotel though without any problems. Also, I was a reserve last month. Same deal. Flight cancelled, given an in domicile layover. Flew the rest of the rotation the next day. It was all one rotation. I understand they aren't supposed to do this but it happens regularly. Like I said, every time it has happened everyone got a hotel room regardless of reg or res status.
In accordance with Section 23 M.7., the company can bypass the steps of coverage if they determine they need to do so to maintain schedule integrity, but they are supposed to identify the pilot who should have gotten the flying and pay them accordingly. The MEC Scheduling Committee would ensure that actually happened. If we don't hold the company accountable in situations like this, we are doing a disservice to our fellow pilots and undermining the value of our pilot working agreement. If this "happens regularly", then we should be calling the company on it regularly and the company should be paying up regularly.

That is a clear violation of Section 23 L.3. Any time this happens, the affected pilot should call the MEC office and let the DALPA Scheduling Committee know about it. Ultimately, the portion of the rotation after the domicile layover should have gone through the steps of coverage.

To clarify one point. The part on schedule integrity does not allow them to give a reserve a domicle layover. It is a exception for covering a trip in open time only. The general rule in applying the exception is the trip is going to otherwise depart late. As mentioned the proper pilot must be pay protected.

Doesn't sound like the mainline flying or pilot and FA bases are going away... but sounds like it mostly the regional operation there that's getting the axe.
