I wonder if they realize they're not helping themselves get back to their preferred base. If the company can basically utilize them in two bases, why adjust staffing?

You're partially correct. The trigger point is how long is the notification BEFORE report. From what I'm reading it's different order of RUO from Sec 23 N to Sec 23 O
