very few people do. The reason is that only OPTUM (a UHC subsidiary) offers the pre-FICA and no fees. Its not a huge thing and a few people elect to go elsewhere but HSA investments are not considered very lucrative for banks & mutual funds due to their low ceiling of total investment.

So, long story short. I think the priority is:

1.) U.S. Constitution
2.) U.S. Federal law
3.) U.S. Treaty
4.) Executive Agreement
5.) State law


One of the best Court cases to figure out the reasonings behind the Supremacy Clause is called McCulloch v. Maryland. Check it out and let me know what you think.

Looks like this guy took the whole pilot-passenger engagement thing to a whole new level.

How are they gonna enforce the taxation? It is called weed for a reason. You can grow it anywhere, unlike tobacco which is difficult to grow, and a PITA to harvest and take to market. I am with you that the taxation should be enormous, and if I were king I would double the tax on cigarettes and cigars too... until we see a significant drop in smokers. Especially now that any idiot that smokes for 30 years and shows up with no insurance and end stage lung cancer will have to be covered with health insurance....
