In the 20+ years I've been at Delta pilots have never done gate area PA's on a regular basis. So it would appear that the bulletin violates "past practice".
If arguendo, you accept the new procedure as valid, at what point does it stop? Chief pilot says "Hey you've got a three hour sit, how about helping throw bags (or clean airplanes, etc)?"

So, maybe ALPA does need to address this proactively.

There is no way every single delay is going to have a pilot at every single gate making a stand up announcement every 15 minutes. That is absolutely insane and will never happen. Compliance with this "guideance" will be in the very, very low single digit percentile, guaranteed.
Ok.. I'll say it. I think the gate house PA's is an excellent idea. Gate agents are wrong 90% of the time with their generic delay PAs and always overly optimistic on the time. A pilot brings credibility and accuracy to a situation that is routinely lied about by gate agents.
However- the every 15 minutes thing is ridiculous and needs to be addressed. It should be more generic like our callout times- as new information is available. There needs to be common sense applied, and that bulletin fails in that area.

Okay, I'll admit that I have made a PA at the gatehouse in the distant past. The agent was about to be assaulted and I stepped in to stop the impending riot. Emergency action only.

This isn't the old Delta, slap on the back have a nice day. I don't ever want to be in a position where I'm explaining myself to the CP these days. Hey, good time to review sick usage and uniform inspection though, right? Yeah, that'll never come back to bite us either.
