Gate agents should not (and I don't even think they do) make decisions on when to hold a flight and when to let a flight go. It should all be done in operations, and most likely by a computer. Honestly I think a lot of times the gate agents are doing their job correctly. For instance, lets say in ATL they are missing a passenger. They will look to see where they should be. Lets say they had a 45 minute connection in ATL and it's D-5 and they are not there. I don't have an issue with them closing the door. They need to close up the gate house at D-5 to get an on time departure.
Now if it's someone that had a 20 minute connection and they are closing up shop at D-10, that isn't right.

All decisions to delay or hold a flight are made by the OCC. Gate agents don't have nearly enough info to make those kind of decisions. The OCC looks at each flight however if they get busy sometimes a call can help them decide to hold a flight. There are a bunch of factors in that decisions. Just a few include:
How many passengers are going to be late.
Planned flight time
Can they be booked same day on Delta or another airline.
Will holding the flight cause miss connects on the arrival, if so how many passengers will be effected.
Will holding the flight cause crew duty issues that night or result in a late departure the next day.
Will holding the flight force another aircraft to wait on the tarmac for the gate and cause all their passengers to miss connect.
If the flight is held will it have a gate on arrival.
Curfew issues.
Those are just off the top of my head. You can see that neither pilots or gate agents can have all that information at hand. I have found that sometimes calling the OCC can make them take a good look and sometime they will delay the flight on my suggestion. Other times they will point out factors I could not be aware of and send the flight on time.
So have any of our forum excel wizards put together a chart with the UCAL rates as a percentage in relation to DAL's?
I saw that the UCAL table had the rates and then the table below that compared it percentage-wise to their current deal.
All I can say is they ought to thumbs down the deal unless they are getting a 7:00 min day and 17% DC!
(In comp alone,scope vaca, etc notwithstanding....)
Once the more complete deal is out a chart with rates plus DC (like the ALPA TA slideshow would be a more accurate comparison....
