When every LEC but one popularly passes resolutions asking for action, or study, on this issue of Compass representation and unity, yet the MEC by acclimation resolves NOT to study, it smacks a little of a dictatorship.
As explained to me, the MEC Chairman ensured the Compass resolution was assigned to a small committee with members picked for their predisposition against the populist notion of unification (and therefore against even an economic study of the benefits), then the committee came back with their vetted recommendation NOT to study and the MEC voted on the committee's recommendation in acclimation.

Committee assignments are generally done well in advance of the MEC meeting and are published with the advance agenda. Many of the council resolutions were received in the week prior to the March MEC meeting. The explanation given to you was factually incorrect, and was not how the committee operated.

A more specific question would be - Does the DALPA MEC ever do a recorded vote or a roll call vote and publish it in the minutes?
