That’s the “Conditional” part of the Conditional Job Offer. It can still be rescinded for various reasons. The big ones tend to be the PARB and an issue coming up on the background check.

……until recently when a friend of mine had his PARB failure rescinded and was offered his CJO back. That’s the new things that’s unprecedented. Don’t think it happens often but the fact it happens at all is remarkable.

I went through the PARB and received the congratulations, you're all good to go. But it seemed as though you were saying that you could receive an all good from the PARB and then later be pulled. That was my confusion.
Now that I re-read it, it makes sense.
