At about minute 44 of the May 20th Town Hall on Skynet, HT said something to the effect of "nothing to announce today". RG also repeated the phrasing "nothing today". HT then came back to it a reapeated it a third time, and said [a new base is] "closer than further away". So, I'd say it's plausable.
If/when they do, I would expect it to be opened with a very small number of crews, and for them to wait 60 days before meaningfully building it up - to minimize the PWA mandated breakage of seat locks and paid moves. By waiting 60 days after initial opening, they get around that.
