PWA 6A3b seems pretty clear. You can call and ask to be sure. I did a paid move during the COVID mess and if I remember right there was a cubicle assigned to such matters.
There was a pilot relocation form on Deltanet too, maybe try searching for that. Global Mobility is the name of the department on my (old) form.

See 6.c.2.b under forfeitures. Assuming you meet the geographical restrictions, the time restrictions are: move after the award date, within 3 years after conversion date. If you move prior to conversion date and don’t convert, you’re on the hook for the moving expenses.

We're already understaffed a bit. But I won't complain to much, there are quite a few WB spots that should generate some good movement. Plus if we get more short staffed, rolling thunder will come back in a big way.

I bet all of the A positions get awarded to pilots who are already qualified and don't have a seat lock. Maybe a handful, <10, will require training, but half of those will be awarded a bypass. The B positions will all get filled, too. Very senior, no seat lock breaks required. I wouldn't be surprised to see some NYC 320 As bid BOS 330B.
