Half year? How long has the scope AIP taken? Why would a whole contract rewrite be faster than that? And why would the company not drag it out as long as possible? We are working at greatly discounted rates from last decade. Maybe we would have this singed by next fall?

This blows my mind.
The language should have been written already for the closed 22 sections. The remaining should be pretty easy to crank out in a day with 3 negotiators and a few lawyers. Figure a couple turns with the company, if they really wanted, this could be wrapped up before Christmas.

my understanding on this issue is that company and ALPA kept arguing over how to establish the baseline upon which 1:1 growth would start. I have a feeling (personal conjecture follow) it was drawn out by the company until pwa negotiations were done, including section 1 (scope) which should dovetail with the global agreement.
They should be arguing it. If the start point for 1:1 growth isn’t DL metal on 50% at a minimum then it falls short.
I’m guessing the company wants to start 1:1 growth from a point measured below even where C2016 minimums are.
I hope there is going to be clear guidance on where our section 1 protections land if we ratify the contract TA but not the scope AIP. We could potentially end up working under a contract in which section 1 is blank. (Old section 1 protections from C2016 nullified with new TA.)
