Anyone have a good explanation why Section 7.E.7 is not a concession? Being able to slide vacation from one month to another was pretty decent flexibility for us.

Having said that, not sure what you are talking about. Vacation Move up is still there, Section 7.D
Slide PWA section 7.E.7 now allows for a slide of up to 3 days, even if those days are coverage days, during a bid period that the RES get an extra X day....that was not possible under current contract.

You could never "slide" a vacation to another month. Slide is moving days within a month, while Move Up is changing from one bid period to another
Having said that, not sure what you are talking about. Vacation Move up is still there, Section 7.D
Slide PWA section 7.E.7 now allows for a slide of up to 3 days, even if those days are coverage days, during a bid period that the RES get an extra X day....that was not possible under current contract.

You can vacation moveup either direction. For example, I had a week that started the last week of February (spilling into March). For a couple of reasons I preferred that the entire week begin in March. I submitted a vacation moveup bid, and because there were weeks available in March, I got one. Then I plan on sliding that to different days in March.
Vacation moveup bidding is a blind bid, and you also have to be realistic. Want to move your vacation from February to March (or vice versa) via a moveup? Your odds of success are pretty good. Want to move up a vacation week from February to July? Probably not going to happen. But...nothing ventured, nothing gained.
Between vacation slide and vacation moveups, we have a pretty good system.
