I flew F/O on 3 captain retirement flights in 2020/2021, each absent a dousing for the following reasons (all from the lips of the relevant CPOs as I tried to pull strings to arrange it):

DTW - seasonally restricted due to freeze concerns. Why base it on OAT, when you can use a random place on the calendar? I don't recall the exact dates, but it was way broader than our FOM uniform jacket guidance. April-something arrival from ICN was excluded despite actual temps around 15C.

SEA - firefighters demand pay at greenslip rates, Delta says "no thanks." Actual KSEA EMT/firefighter tells me first-hand "we love that sh*t, but the Chief is grumpy and won't budge." Why practice and exercise your equipment when you could log another hour of weight training or basketball, waiting for the call that never comes?

LAX - said they would, however our date conflicted with some big-deal station audit, so unable.

My takeaway is that Delta still is a "go" in general for the cannon shot, but local F.Ds. have to be willing to play along.
