IMHO age 67 doesn’t have anything to do with this AE.

Based on the speed of government, this AE will close and conversions will be completed before AGE 67 gets signed into law, so no reason for this AE to be held up for a potential age 67 that may or may not happened 6-9 months from now.
Two years of delayed retirements is a pretty big deal. They could definitely pause for 6 months if they know this is going to pass.
