I’m guessing it’s 1 of 2 things.
1) they are unsure of how age 67 legislation will play out. That’s fair and a curveball that was thrown into the equation very recently
or
2) they are still waffling on what to do with SEA7ER. A decision that has been years in the making but they just don’t want to pull the bandaid off.

Its business, don’t take it personally, unless we are discussing RG.
I remember 5-6 years ago people were clamoring for the results of an AE to be released on Friday after a week of waiting (before the new fancy program) and did not want to wait the weekend out. Somebody official sent an email out saying it would be out on Saturday. I was deadheading somewhere and when I landed at midnight Friday the results were out.
Morale of the story, delta usually does what it says it will do. What they say they are planning on doing is a different story. Think WILL v SHOULD. I think we are on the should side of the coin.

sure, but WHY is it later than normal. I would bet they would have put it out by now if they were done making adjustments. The last several AEs that I remember have had an e-mail day prior to it opening. Since it has not been put out to bid, one can probably assume they are still unsure of something on the AE. In which I defer to my guess of it being the timing of closing of the SEA7ER category.

If they are unsure about 1 or 2 it still seems like an AE to add more FO slots (for those big 115 person classes) wouldn't upset the apple cart. Also, at this point there are probably hundreds of new hires stuck in bases they don't want to be in.

I know on paper it looks like fewer AE's squeeze a little more out of someone's training freeze, but the simultaneous preference for long conversion windows associated with massive infrequent bids does the exact opposite as much of someone's freeze is used up before they even go to their new seat. Then they "have to" keep doing that to tread water.

We have the perfect setup for a smaller AE followed soon by another smaller AE based on updated information. It's like they are addicted to predicting the future, but have no reason to do so.

I think they’re just waiting to see how age 65-67 works out. my guess is they already have both AEs prepared to be released one based on 65 and one based on 67.
