If so, yes, this summer and every summer (or high-demand period) would appear under-staffed, while the opposite (over-staffed) would also occur throughout the year. And it would never be a surprise, nor an indication of a failing of the system. It is, literally, the staffing system we work under.
I can't remember where I read it, but over the last few years, even before the pandemic, the bump in operations over the summer compared to the rest of the year was flattening out. Yes, Feb and Oct are a bit of lull points, but overall things are staying near redline most of the year. Domestic block hours are the highest around April-May with Easter, Mother's Day, etc. Summer is only higher overall for the whole airline because of the ramp up in international flying during that time. I'm sure WB fleets see more dramatic swings with seasonality, but the domestic network is another story.
