ive used both systems pretty extensively and can say TOC is superior.
the number 1 pilot here has thousands of noncons senior to them. Almost 1,000 FAs alone.

this is part of the reason I would like to see time of checkin factoring into NR priority. Maybe TOC for s2s or DOH for the first hour of checkin then TOC after that.

When I was commuting there was a flight attendant who lived in my neighbohood with a 1970s hire date, and would list for what was my "wide open" commuter flight (5-10 open on a CRJ200) with 3-5 grandkids after I was already at the airport. "Wanted to take the grandkids to see a show/go to macys/whatever nyc thing"
You knew more than 20 minutes ago you were rounding up the grandkids (who were all oddly S3s). I saw you picking Alex and Amy up because their mom lives across the street from me at lunchtime.
Just list so we can plan accordingly. You were hired before 50% of the seniority list (FA and Pilot) was born. You will get on.

I've thought a good system would be 12/24/36 whatever pick one out, all listed by DOH. At some point it goes to check-in time vs that.

the difference in pilot seniority between a June 2021 hire and a June 2024 hire (3 years) is about the same as between a June 2021 hire and a June 2001 hire (20 years). Someone hired this year can look forward to decades of getting beat out by tens of thousands of employees and their families all hired within 3 years of them.

One issue i see with this…….when you are trying to get somewhere and that day goes into the crapper, wouldn’t this system destroy our ability to be flexible? If i dont make a flight, and want to try an alternate route, it would be pretty crappy to not get on because a new hire checked in before you on your backup plan. Id rather just keep it senority based in this hypothetical situation that will never actually arise
