ATC is a hot mess. Even with reduction of slots the NE and FL is struggling at anything other than a perfect day. Coming in to airport X not long ago, a little bit if weather (900 OVC vis at 1.5 miles and light rain) they were struggling mixing in the heavies with regional/NB. During the extended vectoring, to include thru final twice, we heard no less than 2 aircraft get approach clearance cancelled due to separation and sent around to join the train on final again. One crew declared emergency fuel.
As long as they are following the PWA or FOM how can the commute be "sketchy".
Lots of our commuters rely on regional lift to get to base. When SHTF the regional flights are the first they cancel. A commuter has really no visibility on that until it happens. Should they commute up days prior?
I certainly hope the union via C66 is going to respond to this passive aggressive memo published in NY by the CPO there.

What is the benefit NY pilots pay for? Is it like the extra sick insurance or whatever that CA pilots get?

This was a relative NH, literally just off probation, with zero previous issues - commuting or otherwise. Also, of note, his inbound commute flight diverted due to Wx.
If the company can't anticipate a divert, this is by definition an unforeseen circumstance. Full Stop. Putting a pilot in a 'tracker' in such a circumstance is totally unacceptable. It is clearly part of a broader 'initiative' by someone in the company (doubtful it's the lone CPO - maybe the RD?). And that's a problem.

I have zero knowledge of this event. I will say however that when I would hear about something like this in the past it almost always turned out there was a lot of history from prior events before action was taken by the company. I do concede that we get a occasional rogue CP or base manager. I experienced that once with a base manager in NY but the CP fixed the problem instantly when I chatted with him about it. In over 35 years with Delta I had exactly two bad CP's. One was in NYC about 3 years ago. He got booted back to the line.
That is a completely unforeseen, unavoidable circumstance. Good management would recognize that. The problem here is cultural, and it goes beyond one or two rogue CPs.
