Another possibility, as the hiring boon continues, some are extremely qualified, some are well qualified and some are qualified. IF Delta is having a hard time pushing those already hired thru training due to training capacity (they are) combined with uncertain recession outlook Delta may be slightly throttling back. Consequently the take % declines. As another month goes by, the bucket of extremely qualified somewhat gets replenished.

They are getting the TBNT because they didn’t pass the panel interview.
Unless something has changed you need to score above whatever threshold the hiring department has in order to secure the CJO. The panel takes copious notes and scores each of your answers, and at the end they tally up your score and it needs to be above a certain level.
I don’t believe that cutoff line is on a curve or a sliding scale. They do not weed out a certain percentage of people, they want to hire everyone who interviews. But you have to pass.

I actually wonder if canned polished answers have gotten more CJOs than authentic but not as polished stories?

Hard to tell. There has been a lot of hiring by all majors which:
1. Depletes the ranks of qualified applicants.
2. Encourages the less qualified to put in apps.
Training throughput is certainly an issue, on the other hand getting a qualified person today committed with a CJO may avoid having to hire a less qualified person later. It all depends on how bad the recession will be and how quickly the regionals fragment. Your guess is probably as good as anyone else’s guess.
