They can’t just do what they want without penalty. You can see what assignments were given out and if it’s improper be released. The if-needed provisions have worked correctly in my experience and you might as well supply your preferences to exercise your seniority IAW the PWA.

To add to all the “yes, use it” replies, the company is contractually obligated to honor it. Period. And no, it absolutely does not increase your chances of getting used.
I once had a scheduler tell me they don’t have to look at them, that if I “wanted that trip, you should have yellow slipped it.” I had the PWA, SRH, and Scheduling Alert references handy, relayed those to them and asked for a supervisor. I never actually talked to the supervisor, as when the CSer told me she had, that the supervisor (wrongly) confirmed I was wrong, and to talk to the CPO. So I did, and got it fixed, submitted an FCR, and got a reply that I was 100% correct and included an apology from Crew Scheduling
Knowing the PWA/SRH/Sched Alert references is critical to getting a timely correction. Be professional, there are still a lot of green CSers.

I would assume that the same thing applies to SC start times. Or they’ll have so few pilots on SC they’ll just stick you where they need you regardless of your preferences.

The problem with the “only if needed” for flying is that they don’t look at it until they actually need to use you, and by then the trip(s) you wanted may have already been covered. In other words, if there are 3 trips and you are the most senior pilot of 3 available reserves, they won’t look at the big picture and see that you will be needed and let you get your pick of the 3 trips. Instead they’ll cover 2 trips, and when they get to you you’re getting trip #3 even if you had preferenced the other 2 trips. Depending on the situation you may be better off just YS the trip you really want to jump to the front of the line.

Having said that, if you were not needed when those 3 trips were assigned, and a 4th trip is uncovered after the 3 were assigned to other pilots, they will not go back and change one of those 3 assignments later, because you were not needed when the trip coverage report was run.
