I would fill out the "TRAINING/OE DAYS OFF" template in iCrew just in case your OE is not completed.

Then:
1) PBS bid. You're "Super New," so you'll probably be on RES. If not, you can bid RES to increase your chances of getting those days off. If unsuccessful,
2) iCrew : Move RES DAYS. If unsuccessful,
3) APD/IVD

iCrew machinations for the following month begin on the 20th

And if you do put a request in iCrew, it must be done by the 20th of the month prior. The OE planners are usually pretty good about working around 'minor' requests like this. Usually.

What does "violates off day grouping requirements" mean? Trying to move off days and keep getting it. I know about the required blocks of reserve days, but not this.

You're either not keeping the min number of on call days (3 or 4) or exceeding the max number of off day blocks. You can only move days from the end of a reserve block, not the middle. Also, you can't break the min on call day requirement at the end of the month during PCS. Sometimes it takes me multiple PCS's to accomplish what I want. Also, if your category has MSL, you can't break that. I'm not sure we h currently have any categories with MSL...usually the 350.

It's swapping the 29th and 30th of Jan for the beginning of that block of reserve. So it's still a 5 day block. That would give me 5 blocks of off days.

You also cannot add a block on X days with PCS. IOW, if you didn't bid 5 blocks with your initial PBS award, you can't add it now. It's stupid and sucks, I know.

I've done it....got awarded one giant block of days all together and then moved some around to create 2 blocks.

No, it's possible, just can't move days from within a block to create a new block. The days have to come from the beginning or end of a block.

Also, you can't create a 30/168 issue in PCS, although you can create such a problem in PBS. (Ie, on call for 7 or more days)

What are the rules for getting called out on PR day? 12 hrs from start of long call or same rules as first day of reserve?

The NET 10hrs after off day end if assigned NLT 9hrs before off day ends applies.
