I don’t think that line is talking about folks who have the max (that’s 23.S.1.f.6). Further, 23.S.2.c Exception 1 says “MAY be converted.”
It won’t make much sense if the whole category could YS SC every day of the bid period would it?

Per 23M2 Second-day open time will be awarded/assigned each day during the period 0800 through 2400 but they don't really have to assign it until the "rotation becomes available with less than 4 scheduled PCS runs prior to its report time"
In my case there were 6pcs runs before report time. Surely they should allow it to run for at least 2 pcs runs in my case before assigning it to me? It seems like this should be something to change in the next contract. Open time is not being made available to those who want to pick it up meanwhile there is still ample time to assign it more than 18 hours out to a reserve.
I'm just grumpy because I had tagged on a single reserve day before recurrent to limit my availability. Then as usual when plans are made for my "paid day off" I get the call.

That's not always true when a trip drops in after 0700 PCS and manual coverage isn't started before the next PCS. I've had multiple trips go to a junior swap, when I had a standing proffer on WS in that would have triggered on that trip. This is why I say if they're going to allow Swaps on PCS, they should allow PW as well.

As to your second point, why not?

Why not? If they want 18 out of the 21ish reserves to be on SC (as was the case a few days ago in my category, I don't think any of them got used), they should have to honor everybody who wants one regardless of how many they've had already.

Said another way, why should a Res pilot with 6 SC’s be ineligible to pick up one of the 18 SC’s? Don’t want to pay 3 more hours? Then don’t post 18 SC’s…. THAT is the proper remedy.

I agree that in the next contract we need to tweak things like sitting for a PCS run and a proffer-only check box on the PCS template. But currently if you want a trip that pops up second day or sooner you risk missing out by not having a standing request in.

*EDIT: Even if your rotation is a MAC rotation beginning with an offline DH, it still doesn't apply the way you're hoping. The clause allows them to cover it early, provided the 4 PCS runs have passed.

I’m with you. If Reg pilots can WS up to the pickup limit, why can’t Res pilots pickup all the SC’s the company posts? (Not talking about X-days)
