It should never get to this step. I know it does, but this shouldn’t be normal practice.

Class dates aren’t assigned until about 6 weeks out it seems like.

No. That's not what I said. It's if unfilled by current bidders. If they elect not to backfill the position is gone and not an unfilled vacancy. But if there is a secondary and no one had a bid for it, a new hire can be offered it.
