It’s not just posted vacancies. Every AE up to WB creates a spot for an additional reinstatement on top of the posted vacancies in a NB. Even with that there will be guys with reinstatement rights not getting reinstated on this AE but will retain those rights into next summer for many.

For the future you don’t need a formula mechanism. You just need to say everyone displaced on the same award have reinstatement rights. In the case of a future AE where a senior guy who was MD’d previously is denied an award by a junior pilot reinstating the senior guy takes the junior guys seniority number for the bid. Kind of a reverse VD.
