Scope and Compass Airlines
With the shut down of Compass, our PWA requires either a replacement flow-down carrier or a cap reduction of 35 76-seaters.
The company was supposed to have the new flow-down in place before Compass shut down, so I guess we just clawed back a bit of scope.
Aside from Compass employees losing their jobs, this is great news for the pilot group and the industry as a whole.
Flow-down is only useful for a short period and only mitigates the pain of furloughs, but Scope PREVENTS furloughs in addition to it's daily benefits (QOL, schedule flexibility, etc).

You are correct.
1.B.47.f.Exception two: "In the event the hiring or flow provisions of NWA LOA 2006-10 or LOA #9 cease to be available, either at the feeder carrier affiliate referenced in such LOAs or at another carrier, the number of permitted 76-seat aircraft in Section 1 B. 47. e. will be reduced by 35."

I was thinking the company could just yank 6 seats out of 35 76 seat RJ’s and they magically become 70 seaters, but I think we also may be maxed on 70 seaters as well. SkyWest has taken delivery of 70 seat E175 and CR9 airframes over the last 18 months.

The total number will be reduced by 35. IIRC that's a separate category and in addition to that there's weight restrictions too. Even if there was a 76 to 70 loophole, all that does is make them reduce 35 70 seaters instead. And I don't think that loophole exists either.

I think they are replacing the 717 , MD88 aircraft with DC3 and shorts 360
